Yes — that orange-red tint is Georgia clay runoff that's soaked into the concrete pores, and it's one of the most common things we clean here. A surface cleaner plus the right detergent pulls it back out and evens the slab. Deep-set oil and rust lighten significantly; most clay and algae come out completely.
It is, as long as it's done right. Older Brookhaven concrete has aged and can spall if someone gets too aggressive with a narrow tip. We use a flat surface cleaner at a controlled pressure that cleans evenly without etching or gouging the surface.
